The name on the credit card used for the booking should correspond to the guest staying at the property. For bookings made by a third party, you will need to complete an authorization form and present a copy of the person's ID and credit card.

Dear Booking.com Customer Service,
I experienced a serious problem with my reservation booked through Booking.com and I would like to request a full refund.
When I arrived at the hotel, I asked to see the room before making any payment. However, the hotel staff informed me that I could not view the room unless I paid first. I explained that I did not want to pay without seeing the room, but they insisted that viewing the room before payment was not possible. As a result, I felt compelled to make the payment.
After the payment was made, I was shown the room. It was immediately clear that this was not the room advertised on Booking.com. The room was significantly smaller and did not match the photographs shown in the listing.
I therefore refused the room, returned the room key immediately, and never used the room. I did not stay in the room on either of the two nights booked and did not benefit from any accommodation services.
The hotel staff told me that the manager would arrive the following morning at 08:00 and that I could discuss a refund with him.
The next morning, I returned to the hotel and met the manager. He showed me a photograph and claimed that it was the room I had booked.
Afterwards, I went back to the room that had been assigned to me and carefully compared it with the photograph shown by the manager. It became obvious that the room in the photograph was not the room that had been provided to me. The number of windows, the room dimensions, and the overall layout were clearly different.
I then attempted to speak with the manager again. However, I was kept waiting in the hotel lobby for a long time, and he never came to meet me. The hotel's CCTV recordings and internal records can verify that I was waiting there.
