Dirty.
Pros:

The staff at reception were friendly and helpful, and the location was excellent for what I needed during my business trip. Unfortunately, neither of those things can compensate for such poor standards of cleanliness and maintenance.

Cons:

This was one of the dirtiest hotels I have stayed in for a very long time.
The hotel is clearly old and very tired, with worn and peeling surfaces throughout, but I can overlook an outdated property if it is clean. This was not.
When I arrived, there was still rubbish from the previous guests on the floor of my room, including toothpicks, hair, and, most disgustingly, used contact lenses. The bathroom had also clearly not been cleaned properly.
Housekeeping did not improve during my stay. The bathroom was never properly cleaned, the bins were not emptied, and as far as I could tell, housekeeping did little beyond making the bed and replacing the towels. Finding someone else's rubbish on arrival is bad enough; having the room remain inadequately cleaned throughout the stay is simply unacceptable.
The corridor also had a strange, stale smell and felt poorly ventilated. The air-conditioning unit in the room was so old and incredibly noisy that I eventually had to switch it off. Overall, the entire place felt neglected and, frankly, unpleasant to stay in.

Great location, staff isn't happy
Pros:

The location is excellent, within walking distance to everything downtown and with free parking to boot. There were workmen on the floor during the whole time, which is understandable, but the construction mess in the hallways and elevator - which only worked some of the time - is not. The gym was functional if not exciting. Room was fine, with nothing good or bad to note. Staff needs serious hospitality training, as each one made me feel like I was bothering them with any interaction. Overall would stay here again for the location alone.
