Disappointing 4-star hotel
Pros:

Positive aspects: hotel close to the city centre and to most tourist attractions; quiet hotel

Neutral aspects: room was OK, breakfast was barely OK, staff were OK.

Cons:

Negative aspects: beds were very short and narrow; poor insulation from outside noise; wall painting was peeling at one corner; uncomfortable shower-in-tub with a curtain that sticked to your body; stale smelling bathroom towels; no coffee/tea making facilities in the room; no electric sockets at the desk (I needed to disconnect one of the bedside lamps to recharge my phone...); no green activities in place.
In short: you pay the price of a full 4-star hotel, and you get the services of a lower-than-average 3-star hotel.

Excellente situation
Pros:

La situation de l'hôtel en plein centre, l'accueil chaleureux des deux réceptionnistes. Le parking facturé 5 euros la journée est également très appréciable. La chambre était spacieuse et calme. Elle était très propre.

Cons:

Gros point noir, le petit déjeûner : le buffet est peu étoffé et mal réapprovisionné. Je confirme que l'attitude et les soupirs du personnel du petit déjeûner contrastent avec la disponibilité et la convivialité des personnes de la réception. Par ailleurs, la salle du petit déjeûner n'a pas de fenêtre.

I would say it was just fair.
Pros:

What I liked was the location of the hotel, it was in the centre of the town, minutes walk to the old town of Funchal.

Cons:

The rooms were a bit old, they used blankets on the bed, instead of quilt and air conditioners a bit noisy.

Séjour agréable, belle découverte et belle situation de l'hôtel bien qu'il ne mérite pas le détour.
Pros:

La spontanéité et la bonne humeur de la réceptionniste Elsa. Malheureusement, c'est le seul point positif de notre séjour de 5 nuits au Windsor

Cons:

La qualité du petit déjeuner est lamentable (choix, présentation et qualité)
Le personnel ne manifeste aucun intérêt, que ce soit pour les clients ou son travail (service et réception, à l'exception d'Elsa)
Le bruit de la rue (voitures, discussions, couvercle de chambres techniques sous la route qui tape toutes les 15 secondes). L'isolation des fenêtres étant misérable, nous avions l'impression de nous trouver au bord de la chaussée.

Nous avons aimé l'emplacement, le personnel ainsi que le buffet petit déjeuner.
La piscine est un attrait complémentaire.
Le parking privé même payant est également attrayant.

Cons:

Le côté un peu passé,désuet voir trop vintage.
Une bouilloire d'eau dans la chambre serait la bienvenue pour un hôtel de ce standing
