I have been in my trip to 5 big hotels in the area (all 4 and 5 star hotels).
I am a foreigner that made the booking so no IVA payment needed. Zuana was the only hotel were my friend (Colombian) was charged to pay the IVA. In all other hotels they did not charge because I was the person that made the booking. I my opinion they made a mistake in this.
