A bit more than Fair-to-Midland: Not a bad stay in a pinch!
Pros:

The location was great for my visit, and the price was affordable. Easy access to the rest of Spore via local transit or even just walking on foot to nearby food places, etc. Also, very clean rooms and good internet.

Cons:

No windows in my room. Also, I could also hear the neighbors whenever they walked by or spoke in the hallways...thin walls and such.

No frills budget lodging
Pros:

The selling point for Fragrance Hotel (Ocean View) is its location, as there are not many budget hotels in the western parts of Singapore. Proximity to nearby restaurants is also a plus. Kudos to the staff who tried their best to be helpful.

Cons:

While it is good to see the hotel upkeeping its premises, the odor of lacquering works done in the hallway is overpowering (and potentially harmful when inhaled) as our room doesn't have windows. Limited car park access.
