The breakfast was relatively okay. The location on the edge of the town centre is good, but so is that of many hostels.
The hotel description on Booking is completely misleading: there was no reception service and in fact it seemed that there’s almost no staff, no daily cleaning, no café, no restaurant (except for a breakfast area), barely any view (the window was high up, just trees visible), no terrace (or was that one table in front of the door?), no sun terrace (or did they mean the outdoor tables in the breakfast area?). According to Booking, breakfast was supposed to be until 10 a.m., but the hotel stated it was until 9 a.m. And so on; there wasn't even the promised power socket by the bed, just a broken bedside lamp instead. The self-check-in does not meet any GDPR requirements! Personal details were left visible to everyone for a long time. The rooms are extremely modest. No air conditioning (and no fan either, so the rooms were unbearably hot on warm days), no hairdryer, no fridge, and the bathroom felt like it was from the last millennium. Even a quick shower left the bathroom flooded. The bottom sheet on one bed was too short and didn't completely cover the worn-looking mattress topper. The breakfast was relatively okay, although the only bread on offer was white toast (and the toaster was very slow) and Estonian black bread (which everyone can not eat). The cheese, cold cut sausages, etc., were at room temperature throughout breakfast. The juices were presumably made with tap water. The coffee comes from a machine, and on the first morning, there was no milk (on the later days there was - at room temperature). At least there were a few people on the breakfast staff who could provide some service when asked (coffee machine jammed, missing milk).
If you are only looking for a roof over your head in Haapsalu, you will find it here, but there are many hostels in the city where you could get that for better price. Hotel Kongo really does not deserve three stars, even though the price is of 3-star hotel.
Loistava sijainti, hyvä perusaamiainen. Ei ilmastointia mutta ikkunan sai auki.
Hommikusöök oli piisav, hea kohv. Meeldis asukoht: bussijaam, vanalinn lähedal. Hotellis oli väga vaikne.
Sijainti oli todella hyvä ja ilmainen parkkipaikka. Aamiainen hyvä.
Sisäänkirjoituksessa ei ketään ihmistä. Itse sai valita huoneen, kaikki avaimet pöydällä. Osattiin kyllä. Ei ilmastointia.

Hyvä sijainti, auton sai hotellin eteen parkkiin, aamiainen ok aika suppea mutta minulle riittävä
Henkilökuntaa ei ollut, ainoastaan aamiaisella 2 jotka näin majoituksen aikana.
Kylpyhuoneessa laattoja rikki lattian rajassa ehkä korjauksen tarpeessa.
Henkilökunta tavoitettavissa ainoastaan puhelimella
Aamiainen oli hyvä ja sijainti erinomainen. Lyhyt matka pääkadulle ja linnalle.
Ei ollut tietoa, että kirjautumisen joutuu tekemään itse puhelimitse. Ei ole kielitaitoa niin en uskaltanut soittaakaan. Osasin kuitenkin tehdä kirjautumisen hetken miettimisen jälkeen. Respassa oli kuitenkin lappu tietojen täyttämistä varten, ja sen joutui jättämään pöydälle vartioimatta. Tämä oli arveluttavaa, olisi ollut edes laatikko niitä varten. Jos tämä olisi ollut tiedossa niin emme olisi tätä hotellia varanneet. Huone oli kuuma eikä ollut ilmastointia. Ikkuna oli ja sitä vain hivenen sai auki, ei auttanut. Toinen sängyistä oli sijoitettu niin että TV:tä ei pystynyt katsomaan. Tai TV oli sijoitettu väärin.
