If you are just gonna sleep there, fine; else, avoid.
Pros:

Location and spaciousness of the room

Cons:

Unfortunately it wasn't the room I booked that included a washing machine. When I entered the room, the floor was still wet (I didn't check in early), as if they just finished cleaning it, but there was trash in the dustbin and the toilet contianed some fecal stains.
I soon realized there wasn't any remote for the A/C, so I needed to go down: when I explained the situation to one of the reception guy, he laugh and started talking to another guy in khmer. The other guy started telling me that the hotel has a policy of not giving the AC remotes to the clients and that tenperature is set at 24 degrees; only by paying a fee they can give the remotes (the AC was included in the room price). I told him fine, but AC is not working in my room.

He came up with few remotes and started pressing buttons that did nothing. He suggested changing the room but just after saying that he asked how many days I was gonna stay, and after seeing how things went, I was not going to extend my stay there, so I said 2 nights, as booked; then he retracted about changing the room.
After some time and few remotes after, he managed to fix the AC issue.

The owner is someone with French phone number.

It would be good if the owner could somehow improve staffs attitude towards clients.

Sky Hotel Central Phnom Penh not recommended
Pros:

Location

Cons:

The sky hotel itself. The hotel and actual room is very dirty, smell very bad and may mosquitoes. The picture in booking.com is misleading. You need to update the photos and show the actual condition of the rooms.

Paid in Full but Treated with Disrespect
Pros:

Nothing to like anything like hotel staffs rooms anything

Cons:

Here's a polished, detailed English version of your review:

> This was one of the worst hotel experiences I have ever had. For the first 10–12 days, there was no water in the room, which made even basic daily activities very difficult. There was no permanent Wi-Fi throughout my stay. Whenever I sent messages to the hotel front desk asking for help, I either received no response at all or no action was taken. The customer service was extremely disappointing.

One female staff member even told me, "You only paid 60 dollars, and our rooms cost 15 dollars per day." I found this extremely rude and disrespectful because I had already paid the full amount shown on Booking.com. Am I a fool for paying the amount they asked for?

I stayed there for almost two months, but during the entire stay I was given only one tiny 20 ml bottle of shampoo and body wash. There was no toothpaste provided at all, and I received only three rolls of tissue paper for nearly 60 days. Every time I sent a message asking for basic necessities, the staff either ignored me or replied angrily.

My room was on the 5th floor, and there was no elevator, only stairs. I already suffer from back pain, so climbing five floors every day was very difficult. The air conditioner was not working properly, making the room uncomfortable. The bed was already damaged, and even while sleeping it made loud noises and felt broken. I had already informed the hotel about these issues, but nothing was done.

I stayed at this hotel only because it was close to the river and near my embassy. Otherwise, I would have left immediately. For the same price of around 15 dollars per day, I could have found a much better hotel with proper facilities and respectful service.

During my entire two-month stay, the bedsheets and towels were never properly changed. There was no coffee powder, no electric kettle, and many basic amenities were missing. Even a simple message to the front desk was ignored most of the time.

Staffs turn to owner Clients turns to worker
Pros:

This has been one of the worst hotel experiences of my life. My friend had a fever and asked for an electric kettle, but the hotel refused to provide one. Later, when I also became sick with a fever, they refused my request as well. There was no proper Wi-Fi during my entire stay, the air conditioner barely worked, and the toilet flush often required pressing five times before it worked. The bed was broken and collapsed, causing me an injury. Whenever it rained, water leaked into the room, and despite staying for nearly two months, not a single day did anyone properly clean my room. I always maintain good hygiene and keep my room clean, but I was given rooms that had clearly not been cleaned after previous guests, including rooms used by people who shared the kitchen. I had more sleepless nights than peaceful ones because of the poor condition of the room. I paid the full amount requested by the hotel and even made advance payments many times, yet I was treated with complete disrespect. Many people may delay their payments, but I always paid honestly and on time. Is this how you treat a genuine customer? I have stayed in more than 320 hotels over the years, and this is without doubt one of the worst experiences I have ever had. I have screenshots, chats, photos, and video proof of everything. Only one female staff member on Telegram showed a little concern for my situation; everyone else ignored my messages or failed to help. Even Booking.com customer support could not resolve my problems. I stayed for 58 days, and when I extended my stay by just one day, the room was shown as $10 but I was charged $16 after payment. During my stay I suffered injuries, allergies, back pain, and other health problems because of the room conditions, and eventually I had no choice but to move to another hotel. Most of the hotel's replies after receiving payment were limited to room numbers like "T01" or "T02," with no real customer service or support.

Cons:

In this hotel, it felt like the customers became the staff after paying for a room because we had to do everything ourselves without receiving even basic service. At the same time, every employee behaved as if they were the owner of the hotel, acting with authority instead of helping guests. If the owner reads this review, I'm sure they will understand exactly what I mean.

Cons:

The stuff was horrible, we reserved our rooms but they didn't have any. They brough us to an occupied room in a random building. Horrible experience so we had to cancel.

As expected for the price
Pros:

Very friendly and helpful staff. There was an unfortunate broken pipe which flooded the top floor on my first morning. Staff was very apologetic and came immediately to clean up the water and made sure all of the wet items in my luggage were laundered for me by the next day. Front desk staff was also kind and helpful.

Cons:

The room was small and didn’t match the pictures. There was a used towel left behind in the room (but luckily I had my own) and a pretty steady line of red ants from under the door to the in-room trash can. Elevator only went to the 7th floor making my room on the 8th a bit harder to reach. And my balcony door was open when I arrived (unbeknownst to me) and quite a few mosquitoes got in before I noticed. And the air conditioning, while a nice feature, didn’t put out enough cold air to keep the room cool enough to sleep. Still, for the price, about what I expected.
