You can wear a kimono and go out freely until 8pm, so you can go see the night light-up and go to dinner.
You can choose your kimono, obi, and hair accessories everything else yourself.

The place is one-minute walk from the Shijo Horikawa bus stop. It is on the second floor of the building on the southwest of the big intersection of Shijo Street and Horikawa Street. The first floor is a shoe repair shop.
