Horrible music, ok food, non-cohesive decor/theme, fantastic views, good service
Pros:

We went to dinner at Harbor 360 as we'd been there before a few time and the views were fantastic as usual. However, the place can't seem to figure out what it is. It used to be Top of the Harbor and had a consistent decor theme reflective of Duluth and the lake. Then it turned into JJ Astor for some reason, then incongruously into a Rat Pack themed supper club. Each inception got worse for food, decor, etc. They currently still have graphics of Sammy Davis Jr, Dean Martin, Marilyn Monroe with a hodgepodge of unrelated furnishing. It makes NO sense. A quick fix for that would be to simply take down those prints. Our waitress was wonderful, our food ok. But the worse thing was the MUSIC. Loud, worst of the 80s and 90s rock music. Totally inappropriate and annoying. It really ruined things. We finally had to listen to instrumental music on our cell phone at our table to cancel it out. VERY limited menu. It's worth the visit for a drink and to see the view. But doubtful we'll be back.

Don’t bother, better options available.
Pros:

Elevators take 10 minutes minimum to reach your floor. We spent more time waiting on elevators than sleeping in our room. Sometimes they just stayed on one floor and didn’t move, sometimes the door would open a foot or more from the landing. The bathroom door didn’t lock, the tv remote didn’t work, the a/c unit sounded like a diesel truck, the hot tub was closed and everything is just kind of old and gross. The location is fine and there is plenty of parking. But we will never stay here again.

Mixed Experience with Cleanliness Concerns
Pros:

The parking ramp looks very sketchy. The front desk staff was welcoming, but once we got onto the elevator it felt unsafe, almost like it was going to drop.

I was immediately not impressed when we entered our room. We noticed stains on the pillows and blankets, and the room looked like it hadn’t been dusted in quite some time. Based on cleanliness alone, I would rate it 2/10. Noise-wise, it was very quiet and we didn’t hear anything, which was a plus.

I did call housekeeping to share my concerns, and they responded within about 15 minutes. A very kind staff member came up, remade the bed, and cleaned the entire room in front of us, which I really appreciated.

After that experience, I would overall rate this stay a 4/10.

The location and restaurant are great but comfort is minimal

Location, very quiet, it didn't seem like there was anyone else staying there, the revolving restraunt was cool

Cons:

There were clothes left in the bathroom from the previous guest on the back of the bathroom door, they didn't clean the room daily and bring fresh towels, the staff wasnt very helpful in that i had to ask many questions because they didn't offer much information, the tv was only visible from 1 of the beds and wasnt movable..

I think this place has potential if they invested in some updates and better service. Front desk lady with pink hair didn’t seem nice or welcoming. Didn’t tell us where our room was or make any effort to make us feel welcome. We ate at the restaurant above and the service was extremely slow, although the servers and host were very kind and welcoming. We really liked the overall concept of the place. Unfortunately, while waiting, we noticed kitchen towels hanging from the ceiling above the tables, seemingly to cover leaks, which wasn’t a great look.
The room we stayed in itself also felt poorly maintained, the bathtub had noticeable residue buildup, like it hadn’t been properly scrubbed in a long time. I’ve been spoiled from previous hotel stays where house keeper kept our rooms stocked with clean towels and made our beds, this place didn’t do anything extra.
Most concerning of all, we came home with what appear to be bed bug bites. Because of that experience alone, we would never stay here again.

The price is right for one night and location is good if that is all you are looking for.
Pros:

Check in was very easy and staff was pleasant. The location is convenient. Our room was clean.

Cons:

The parking ramp needs major repair. My car bottomed out on one spot that had heaved up the pavement. The chlorin smell from the pool was very strong when we walked into the lobby. We were 4th floor but the elevator was malfunctioning and would only go up to the 3rd floor. We had to carry our bags the last floor up the stairs. We did tell front desk right away about the issue and they must have fixed it. The hotel needs renovating. The bathroom area is not ideal. The toilet sits right under the vanity!

I’d keep looking
Pros:

A last minute book because I got further on the road than what I expected. The parking was sketchy and major inconvenience. The hotel is definitely dated and all carpets are nasty and would not want to walk on with bare feet. Also, the bathroom was not thoroughly cleaned and found a big hair on the toilet. For a positive, I did enjoy the restaurant. I will not stay again.

Our shower had hair in it. So gross. You can hear everyone in the halls, etc. elevator is slow. The parking lot is dirty, dark, and constantly smells like weed. There are people constantly walking around this area, possibly homeless?? The restaurant menu is not good. Just basic bar food. The hotel has made some “updates” but not good quality ones. You can see rust, and cracks everywhere. For what we paid to stay, I’d expect better quality.
