REF is across from a pachinko parlor and it is loud outside, but inside the hotel it is an oasis. The onsen was a highlight, and I would visit every morning and evening to shower and use the onsen, sauna, and cold plunge. Lots of amenities, coffee, toothbrush, etc.
Some of the clients were loud and didn't understand the basic onsen principals - as a Westerner and a first time in Asia and using an onsen, I read and learned so I wouldn't be a gaijin, but some Asian customers were loud and noisy at the onsen, and near the massage chairs. Although this didn't ruin the atmosphere, it took away from the experience.

Amazing Onsen area. Otherwise also a great hotel for a comfortable stay!

朝ごはんが楽しかった。辛島公園地下の駐車場を使ったが歩いて3-4分で十分近かった。
The Breakfast is great. For those who is considering booking without breakfast, you may want to change your mind. The variety of food is coming with great quality. I traveled in mid-summer, still the public bath and sauna on 3rd floor is great for relaxing after long hot day. Location is at the center of the city, you can find food and restaurant at anytime. The intercity bus station is less than 5 minute walk. The tram station for both A and B line are just around the corner.
To have the room clean up, you have to let the staff at the reception know. I think if you can provide the "clean up room/do not disturb" magnetic sign to stick on the door, it will be much more convenient for guests.
The public bath space was open to a landscaping area, feeling good.
Staff members were very friendly and helpful.
The sauna was too humid to stay long.
