I would not stay again.
Cons:

This was a bit weird. I have had really great experiences with IHG in the past. This property was located next to an abandoned mall and was definitely an older hotel. It was not dirty, but the floor was a bit sticky like it was cleaned with product but the product was not rinsed. The hallways did not feel air conditioned and made for a stuffy and humid environment. The staff was nice but was slow to be attentive. They were all doing their work, but it felt like their specific job was the priority not customer service.

I was grateful for a place to stay, but was relieved to leave.

The staff was responsive and friendly.

Cons:

This hotel is OLD and not up to par with other Holiday Inn Express locations I've stayed at. Things that might've been clean looked dirty because they were so old and dingy. It felt like a motel, not a hotel. On top of that, it's located behind (and connected to) an abandoned mall. We arrived at night and thought GPS had given us bad directions, because we had to drive and wind through a dark parking lot that looked like it led nowhere. No signs directing us to the hotel, no lighting. Nothing. It's unfortunate that the hotel is a casualty of whatever happened with the mall, but it felt isolated and totally unsafe. It's obvious that Holiday Inn has either lost a FEW steps, or doesn't care at all about this location. I wouldn't stay there again if I didn't have to, and I'd think long and hard about staying at another Holiday Inn Express—because of this one.
