It was ok. Not the very best.
Pros:

Staff was very nice

Cons:

Pool was closed for at least 5 days. Pillows were not the best. Bathroom did not have a fan, it will smell a bit damp. We didn’t have hot water all the time.

Staff were kind and helpful. Gave us extra towels.

Cons:

The workout room a/c was broken. It was absolutely too hot to work out in. The pool was freezing. The breakfast was not worth $14.
The shower temperature was barely warm. The blinds in the room were broken. Not enough pillows or blankets - - bring your own if you stay.

Good location, close to a complex with restaurants and a main road

Cons:

There was no hot water and no this wasn’t mentioned at check in. I wanted a partial refund as hot water is a basic accommodation feature and I was told the manager wasn’t in and would be in on my check out day. Then suddenly he wasn’t there. I was offered free breakfast which I don’t eat. I wasn’t interested in anything else other than some refund. Now I have to chase after a manager via email for it.

Thought more of Hilton Garden.
Pros:

Convenience to shopping and Restaurant.

Cons:

Housekeeping was substandard with beds 1/2 made and one day not at all. Inconsistent housekeeping with unmade beds and towels not being replaced evenly. Reported poor sink draining, toilet not flushing without hold down handle and noisy A/C, only sink was taken care of. Pool, although indoor, was cold. Breakfast for $14 consisted of oatmeal and canned fruit.

Musty smell!
Pros:

I was at Hilton Garden Inn, Silver Spring White Oaks from May 28 to 30th. The room was musty, not cleaned and dark. It was a bad experience. I will not use this hotel again.

Really nice stay. I would use it again if I was in the area, but not by the breakfast again.

What you got for the cost of the breakfast?
It was basically the same as the free breakfast as you get at other places, except it was much less. The good thing about it was I was able to order the eggs the way I wanted them. The thing I didn’t care for was the price of the breakfast that didn’t give you very much of a variety for the cost.
You would get more at hotels who offer free breakfast and the one you serve cost.
