First off, the location is super convenient! It’s located right outside of one of the station exits. Check-in and out is also very easy. One of the best things was, you can leave your luggage not only before check-in time but also after check-out (on the day of check out). It saves your time to hustle looking for lockers at the station. Room was not too big but decent for a hotel at the center of the city. Also you can choose their panda themed decorated rooms which seem to be more family friendly. Breakfast was great, staff are all nice as well:)

Wasn’t a very good value. For the price we pay we expected a little better room. Very small room. Could’ve been cleaner. Found trash from the previous occupant.
The pillows were not comfortable and sleep was disturbed because of this issue. Also the room needed vacuuming- there were store tag clippings all over the floor from the previous occupants. Finally the small table in the room needed a top to bottom wipe down.
I usually don't stay in a mid-range hotel but this time I was solo and wanted to try cheaper than usual options. I also wanted to see what staying in Ueno is like. My conclusion-I would probably never stay in this hotel or in Ueno again. Don't get me wrong. Ueno is very convenient and is a super vibrant area, but it just felt cheap and chaotic. The Amekoko area at night was super packed with so many Asian tourists and it didn't feel like I was in Japan.
Back to the hotel. I booked an 18m2 double room and I thought it would be an adequate size for one, but because of a small window, the room felt almost claustrophobic. Bathroom is a small unit bath as well, which I dislike!
The location is not bad but to get to anywhere, you need to use this gigantic pedestrian bridge and at the majority of bridge entrances, there are only stairs. So beware if you have a large luggage. There is nothing special or outstanding about this hotel and the rate was 30,000+, too much for what you get.
The only positive was very polite and efficient cleaning staff.

Only 3 things needs improvement.
1) Toilet ventilation - The ventilation is very weak; the toilet floor and dri-fit clothes were still wet even after a night has passed.
2) Pillows - Pillows were half cotton and half beads, which makes it very uncomfortable to hug/lie on.
3) Lifts were awfully slow. There are only 2 lifts for 14 floors so be prepared to wait about 10 minutes. You can't use the stairs either because there is no exit at ground floor except for staff.
Other than the above, the rest were excellent. Staff was very helpful and attentive. Complimentary water every day. Bed was clean (a little hard but that is just personal preference). Charging cables were provided (not the fast-charge kind). Quite a few hangers were available. Hairdryer was strong!
Save your money! The Mitsui Garden Hotel in Ueno is daylight robbery. The hotel skimps on amenities, offers poorly designed rooms and a terrible layout, and charges you way more than better, budget-level hotels. Only perk here is the central location, but it's far from the only hotel near the Ueno train station.
Starting with the rooms, the beds are hideously uncomfortable, and poor design means it's a hassle to get in and out of it every day if you're sleeping with somebody. Furthermore, the rooms might be bigger than your average budget hotel, but they offer nearly zero storage space. You get one small drawer in the desk, some space under said desk, and the closet where you can hang 5 dresses or shirts. That's it. There's nowhere to put your clothes or your luggage, so if you're here for longer than 2 days, you'll wish you'd gotten a different hotel.
The amenities on offer are quite poor, too. The hotel offers "free WiFi," but only in your room and the lobby, and that signal is super weak and unreliable, often disconnecting if you're too far from the router (which can even happen in the same room!). The washing and dryer machines don't fully dry your clothes, and there's nowhere in the laundry rooms to put another person's clothes if they finish their drying cycle but haven't returned to claim them. The elevators are a pain, too, often taking minutes to arrive and requiring a keycard to go anywhere. And there's not even an onsen!! Please please please pick another hotel.
There was a film of dust on the desk area in our room on the day we checked in which we had to wipe clean. But the the hotel did a good job of cleaning our room and providing fresh towels throughout the rest of our stay.
There were also days when the carpet in the elevator needed vacuuming, but we understand that the hotel was also very busy with guests coming and going all day long.
One of the best in Japan! Great breakfast. Friendly, helpful staff. It’s a keeper!
