Hotel is not up to the mark as the amount

I have check-in in the evening 7PM and informed to the staff that the next morning I will checkout at 6:30am because I have to catch the flight and in my hotel cost, breakfast was included which i have paid the amount.and i already informed the staff to pack my brakefast and they agreed for that.
When I went to the reception at 6:15am and cleared my bill and asked for the brakefast the reception guy told me it will take 15-20 minutes to prepare the brakefast. When I questioned him that we informed in the night his answer was sorry we forgot.the hotel from outside is good but inside nothing was there as per the price the hotel is not at all good.i don't recommend any one to book the hotel by seeing the pictures in the website.very bad experience....they are claiming it is 4star hotel. It is type of lodge.
