Cons:

Guest checked in and was allocated a room. He was not told there was no heating on that floor.
Two hours later he was freezing cold and shivering. He went to reception and was told there was no heading on the ground floor and was moved to the first floor. But by then was cold through and this affected his sleep and wellbeing.
