Encarnacion is a peaceful, relaxed place, though this hotel lets itself down with cold showers etc
Pros:

Great location, near restaurants & riverfront.

Cons:

NO hot water for shower, not even a dish-rack to put washed plates & cups on to drain, just a flat bench.
