The bed was larger than most around here, the shower was good, the location had stores and restaurants nearby, the room was a good size.
The pillow was too large for me. Cold water in the sink. The breakfast was simple but ok.

Hotel muito caro em relação ao que oferece. Não possui elevador. O banheiro do nosso apartamento não tinha exaustor e nem janela. O café da manhã é horrível. Pouca variedade e café solúvel nas mesas. Eles trazem leite ou água quente para você preparar o café. O café é servido em uma sala pequena, pouco confortável e encontra-se suja, com cabelos no chão. Há pombos no interior do hotel, próximo a sala onde servem o horrível café da manhã, no 4 andar. Ficamos duas noites e não tomamos o café da manhã no segundo dia. Na primeira noite ficamos sem água as 21 horas, sem nenhum aviso do hotel. Os funcionários foram atenciosos, mas o hotel não possui condições para uma estadia confortável. Hotel caro e não parcela o pagamento das diárias.

Es bueno, pero está en zona de ruido, no tiene ascensor y las escaleras son incómodas para subir o bajar con maletas. La habitación nuestra era un poco incómoda.

No nos fue bien. Una experiencia regular ya que estamos de paso por varias ciudades por un viaje en moto y llegamos casi 12 de la madrugada y a esa hora no nos tenían habitación.
Luego nos alistaron una habitación y fue incómoda y sucia. Además el baño tenía fuga y no fue cómodo para bañarse. No recomiendo el lugar.
I stayed for one night on my way to visit Yachay Tech, about 45 minutes away from Ibarra. I had read reviews of all the hotels/hostels in the area before going: I was traveling by myself and wanted a place that was clean, safe and convenient.
Hotel Plaza Victoria was clean, safe and convenient, and definitely the best place that I saw in Ibarra. It still had significant problems. The towels and sheets were flimsy. My sheets even had a few holes on them, though they appeared to be clean. The room I was given faced a street that looked dead in the day but roared to life with traffic at night, which made the room very, very noisy. I was woken up at 2am by cars honking and could not go to sleep again.
The hotel staff were friendly and professional, though unable to help with the noise or sheets issues (which I did not report.)

The hotel is on four floors with no elevator, with reception up one long and difficult flight of stairs from the street. Breakfast is included, but served up on the top floor, and only 8 to 10 AM, so I didn't wait around for it. I had to ask for a towel, and got a thin little GI or YMCA towel, not the kind appropriate to this medium price bracket. The shower is set up to use liquid soap from the dispenser provided, so no soap dish, and a very slippery floor. I paid up for a double room for individual use, but the double bed is two twins pushed together, with the old "feet dangle off the foot of the bed" problem, and the valley between the two beds makes diagonal sleeping uncomfortable. The hotel is clean, and the curtains keep the street noise down.
Added things to do information: There is a tourist train, the Freedom Train, running from Wednesday to Sunday at 10:30, from a refurbished station near the Obelisk. It's a one-car AutoFerro; the locals in Salinas, the destination, call it the AutoBurro, because it takes 90 minutes to go 30 kilometers. The local community provides a modest dance performance, a walking tour, and a place to have lunch, and then the railcar returns to Ibarra at 3, getting in at 4:30. Fare $10.50, lunch $4.25. Pretty scenery, but there's a lot of that going around in Ecuador! This is worth bearing in mind if you have a day scheduled in Ibarra, which would be a defensible choice as a place to live, but there just isn't much for tourists.
The staff was very helpful. For the price the facility was acceptable. The room was clean. We stayed on the fourth floor where the outdoor cafe is, so there was a lot of chatter early in the morning that got kind of loud. The window in our bathroom was a hole. The shower was good with hot water and the wifi had an OK signal. We had a small breakfast which was included in the price, eggs, fruit juice and bread.
