The resort has good accommodation, good service, comfortable living room, a large swimming pool and two meeting rooms, we feel refreshed, safe and comfortable. Relax a lot, have a chance later, my family will come and stay here again.😃🏖️😍😁⛱️😉
Nestled beside the picturesque Otress Beach, the resort was an idyllic retreat. The cozy rooms provided a comfortable haven, while the pool, with separate sections for kids and adults, offered relaxation for all. And to top it off, the delicious food elevated the experience, creating a tranquil escape that surpassed all expectations.
Vi skulle have været her i en uge - men vi rejste efter to dage. Værelserne er fine og poolen også fin. De fleste gæster er lokale og de ejer ikke almindelig forståelse for andre mennesker. Er meget højlydte og starter allerede 5:30 i poolen med larm og spetakel. Stranden foran hotellet minder mere om en losseplads. Er derudover fyldt med lokale madboder og plastikstole overalt. Om aftenen har rotter travlt med at rode rundt i skrald og skidt.

Excellent except for children's shouts, They have great swimming pool but it's for children, so noisy and the water is not clean. Very nice hotel if you want to spend time with children but I don't want to recommend if you want a quiet vacation and relax. The swimming pool is playground and all most parents have no swimsuit.
Avoid avoid avoid this accomodation by all means! Of possible, I don't know hen these photographs was taken but it look nothing like the pictures they show, they are also busy with major renovation and it is dirty and dusty and noisy.
Only good thing I have to say is the staff was helpful and friendly and the inside of the room was clean. Also over a Fiday and Saturday if ras so busy and noisy.
This would have been an excellent stay if not for the ongoing construction during our three-day stay in late July. The rooms come with complimentary breakfast, which was perfect for our family. The staff were fantastic, friendly and made sure our stay was comfortable. We even got access to the bigger swimming pool at Sea Breeze resort’s sister hotel across the street behind the resort. We didn’t complain about the construction noise because our stay was short and we were mostly gone during the daytime. Just be aware if you’re hoping to lounge poolside with a book in a serene environment, this isn’t exactly that kind of place right now but I imagine will be once the renovations are complete.

We stayed for 3 nights and enjoyed ourselves. It was an oasis with all the construction around and the dusty road in front.
The staff was constantly cleaning fighting the dust and were very always there to help with whatever we needed.
The food in the restaurant was great and we ate there often. We found 2 other restaurants nearby.
The pool was lovely and refreshing. We didn't have any trouble finding a lounge chair.
Loved having a small patio where we could sit and have our morning coffee.

To be fair, there is probably not a single accommodation provider in Outres (and maybe most of the other beach areas in Sihanoukville) that would get a positive review. Sihanoukville is currently a very large scale building site. Roads are being relaid, beach shacks are being bulldozed and multiple mega hi-rise hotels (50+ floors) are under construction.
Sea Breeze has new hi-rise hotels being constructed immediately to the north and west. Construction starts at 7am when the entire area literally shakes like you are in an earthquake. This lasts about 5 minutes and it repeated at intervals throughout the day. There is constant noise from steel being hammered and welded plus construction trucks bringing cement and building materials. The road(?) is being rebuilt and is a sand trap. There is dust everywhere. A tuk-tuk to the town costs $8 each way. $20 taxi to airport.
Outres Beach is scheduled for bull-dozing from 01/01/2020 so the remaining food and massage shacks will be gone. Who knows what the beach will be like then.
So the location is awful. I was aware of major Chinese funded development before I arrived, but had not expected anything on this scale or with so great an impact on the existing resort and beaches. The hotel makes no mention of the adjacent development in its description.
And the hotel itself is just as bad. The room has an oversized bed. Unfortunately the room is only 1m longer and wider than the bed. So you have half a meter either side of the bed. No room for a suitcase or anything else. The bedhead is so wide it blocks access to the power sockets. There are no bedside lights and the room lights cannot be turned off from the bed. The room does have a fridge/minibar but you will even be expected to pay for water (unusual for Cambodia).
The bathroom is slightly better with an electric shower that gets luke-warm. There is no heated water at the basin, although this is common for Cambodia. The toilet has got a replacement seat which is too small so you end up sitting on the toilet itself.
There is a restaurant and the prices are not outrageous, but the menu has few Khmer options. You'll be ok if you like fried food.
I might overlook the hotel deficiencies if I was paying $25 / night as a backpacker, but I paid $100 (thankfully only one night) for this room. Compared with the sub $50 rooms in Siem Reap and Phnom Penh this was disgraceful value.
Without doubt, this is my worst ever hotel experience.
But as I said, the a/c works. (Sadly it had not been turned on in anticipation of our arrival (hotel aware of our arrival time) so the room was like an oven when we checked in.)
The (European?) management really don't care. They seem to realise their days are numbered and are just cashing in while they can. I sent them this review prior to cecking out and this was their response:
"Well noted, you can post your comments we do not mind, coz people knew about these situation of Sihanoukville city"
Please avoid Sihanoukville for the next few years. If you want to travel to the islands, plan to arrive at the port before the last ferry (approx 15:00) so you don't need to stay a night.
[Since leaving we have learned that the builing works commenced approximately April 2019 and were initially scheduled to last 3 years. They are being funded by the Chinese who want to build a casino style resort location. Sadly the Cambodian government have just passed a law banning online casinos. Not sure why this affects bricks-and-mortar development but there are reports that several building projects have been mothballed as a result. A very sad situation for the local people.]

Stayed at Sea Breeze with my partner for a couple of days... a very neat little place with a great restaurant. The staff was very friendly and helpful. We arrived an hour ahead of our schedule but they readied the room for us and ensured a smooth check-in. They also helped us with the contact numbers of the ferry service for Koh Rong. Although Sihanoukville looks spoiled due to the huge construction sites, the hotel itself is a very nice place!
This hotel is lovely and peaceful - the bungalows are spacious for two people and we really enjoyed the varied breakfast selection. The staff were very friendly, helping us book our ferry tickets and giving infomation on the area.
Unfortunately, the massive influx of Chinese development in Sihanoukville has turned the town into a building site. I visited Otres about 4.5 years ago and it has been destroyed, with only a handful of restaurants/guesthouses left. It's an absolute ghost town, with all of the beachside bars and restaurants making way for big, oversized hotels and casinos. It's like they're building a Chinese Benidorm. Cambodians are being driven out of Sihanoukville and the new investors don't seem to care about them or about the natural beauty.
Last time I was here Otres 1 and 2 were like paradise. Now, the beach is covered in plastic litter and the road has been more or less destroyed. It's such a shame for places like Sea Breeze who offer such a lovely service and this is no fault of their own. We spent 2 nights here (arrived late on the first day and left early on the last) and we're so glad we didn't spend any longer. Thankfully, the islands of Koh Rong and Koh Rong Samloem have not been affected quite as badly as the mainland, so get yourself there quickly. Having said that, the islands are much quieter than they were before as European tourists seem to be skipping Sihanoukville all together.
RIP Sihanoukville... and good luck Sea Breeze.
