Pros:

The breakfast and gym facilities were good

Cons:

Superior Room was very dusty and small. The size of the room was more suitable for Economy room. Neither staff, nor Booking personnel were able to upgrade my room. 155,60 AZN is way too much for this type of experience

Pros:

Das Personal ist sehr sympathisch und stets bemüht, die Wünsche zu erfüllen. Alle sind sehr hilfsbereit, wenn Fragen sind bzw. kleine Probleme entstehen, z.B. als mein Schuh kaputt ging, hat ihn mir ein Techniker dort kostenfrei repariert. Man fühlt sich rund um wohl, wie zu Hause.

This hotel star rating is misguiding, don't stay here.
Pros:

Only the hotel location is good, other than that nothing else I can think of which I can say is good.

Cons:

Very very old property, no maintenance at all. Door handle will come out in your hands, there is no water flow in washroom so you will not enjoy bath, breakfast spread is nonsense, staff not helpful.

Cons:

Bad experience with excelsior hotel. Atleast they should have bidets/muslim showers in the wash rooms as its a muslim country. This facility is available in almost all over baku hotels and public places. Hygenically it was not recommended.
