I can say this for all the hotels in Colombia, the streets may be dirty but the hotels are very clean. Good location, not far from the beach or the old market.

Great place to stay in Riohacha! Super staff!
Pros:

The staff was amazing and the place super clean. The relation quality/price is definitely worth. I would book it again.

Cons:

Cold water in the shower but it was not an huge problem, considering outside temperature.

It does the job if you want to save money
Pros:

We chose the hotel for the non expensive rate. We were served a vegan breakfast (arepas with tomatos and onions, plus fruit).

Cons:

It was not the hotel's fault but the music playing most part of the night (they said it's loud during the weekends before the carnival) didn't let us sleep, although we used earplugs.
The pillows were so thin it felt there wasn't any. The toilet didn't flush well. I saw hair in the corridor. We asked for a coffee and chocolate and were served two chocolates. Not such a big deal though.

Very noisy due to the receptionist making noise all the night. Not good if tou want to sleep.

Overall very pleasant. Bothe Everleys and Katarina were wonderful!
Pros:

The staff were all very friendly and accommodating, and the location was only a few blocks from a narrow pedestrian street that leads to the male in.

Cons:

For the price it is hard to find fault
