It's just by the road
There was basically no power socket in the room we stayed. We have to use the socket for the fridge to charge our phones. The internet facilities were very poor. Additionally, we booked a deluxe double room, but the room was so small. The same breakfast was served for the three days we stayed there. The checkout time, as indicated, was 10 am. We asked if we could checkout at 11am, and the lady at the reception, Angela, charged us an additional 100,000 Uganda Shillings if we wanted an hour late checkout. We were also exploited with the pricing between the hotel rate and what booking dot com was charging us, additional USD20 equivalent per day. Guests from outside the country should avoid Tristar Hotel due to the poor facilities and low value for money.

Some of the staff were good and attentive even if they moved a little slowly, but the cook was a moron. He/She doesn't know the difference between a cream sauce and tomato sauce on pasta. The cook just prepares whatever food they want and expects you to eat it. The "deluxe" room also has only one working electrical outlet. This is quite impractical for many modern appliances that need to be recharged, The attendant George was very helpful though. Thanks George! Otherwise, this is just another hotel which employs several lazy women with bad attitudes who are "in charge". It's also quite far from the city. It's best to avoid this place
The hotel was reasonable for the price. We'd stayed in three other hotels in Uganda and would not say it was by any means the worst. It did have free internet which was handy although a bit frustrating with a number of router reboots to restore connections. The food menu was extensive in comparison to others we went to but as we only stayed the one night can't vouch for availability on the day. The bed was good with a full mossie net around the bed not that we needed it. Traffic noise was bad during main hours but calmed down at night. This is Africa and a poor part of Africa so don't expect top class service or performance - be prepared to accept lower standards and just enjoy the experience . If you can lower your standards then don't go.
